1998 was the last annual regular proof set featuring the traditional heraldic eagle Washington quarter before the 1999 State Quarters program. This coin is copper-nickel clad, not the separate silver proof issue.
The reported set quantity (2,086,507) is a secondary collector-catalogue figure, not the U.S. Mint July 1998 sales cap (2,100,000). Set quantity must not be treated as the audited output of every 1998-S denomination; silver proof products were also offered.
